As it relates to the construction process, pre-construction activities comprise the planning and data analysis tasks for preparing scopes, schedules and cost budgets for a project owner. In some project delivery methods, the Construction Manager and/or General Contractor is involved with these activities, and some traditional delivery methods they are not. It is during this time the owner should also consider what project delivery method is consistent with their financial goals and time requirements. Design Bid Build (DBB), Design Build (DB), and Construction Manager at Risk (CMaR) are popular types of project delivery methods.
The primary intent of this phase is to fully develop an owners concept and feasibility for construction through various reviews including design, constructability, value engineering, and regulatory requirements. Through the preconstruction process goals and risk control plans for both office and field personnel are created.
